INTRODUCTION
The Government of Pakistan launched this project to enhance the development of underprivileged regions in the country. It is part of the first phase of the Accelerated Development Program for Balochistan’s Backward Areas, specifically targeting the upliftment of less developed areas.

Requirements for eligibility
- Possession of the domicile/local certificate of Gwadar, Lasbela/Hub, Kech (Turbat), or Awaran District of Balochistan is mandatory for applicants.
- Applicants must have achieved a minimum of 50% marks in both SSC and HSSC or equivalent examinations.
- The SSC and HSSC or equivalent certificates must be obtained from educational institutions within the specified districts of Balochistan: Gwadar, Lasbela/Hub, Kech (Turbat), and Awaran.
- Those currently enrolled in any BS program within the last academic year/session are eligible to apply.
- Applicants must not exceed 22 years of age at the closing date.
- Fulfillment of admission criteria by both HEC and the respective university for BS program enrollment is mandatory.
- Candidates currently benefiting from any other HEC/Government scholarship are ineligible.
- Applicants awaiting their results are ineligible.
Conditions and Terms for HEC Scholarship
- Scholarships will be awarded based on Merit and District Quota following PC-I guidelines.
- Applicants must achieve at least 50% in the HEC-conducted test.
- Shortlisting will rely on a weighted formula considering Academic Credentials and Scholarship Aptitude Test scores.
- The Merit List will compile from online applicant data; any errors could lead to cancellation.
- Shortlisted applications will undergo screening against eligibility criteria.
- Scholarships cover BS studies in HEC-recognized institutions across all disciplines.
- Selected applicants must secure admission to their chosen program.
- Scholars must sign an agreement before receiving the scholarship.
- Final award letters are issued upon admission and completion of formalities.
Financial Assistance
- The scholarship covers tuition fees and related expenses, including hostel fees, up to Rs. 240,000 per year or actual expenses, whichever is lower.
- Scholars will receive a monthly living allowance of Rs. 15,000.
- An annual allowance of Rs. 30,000 will be allocated for books and travel expenses.
- If university-hostel accommodation is unavailable, scholars will receive a maximum of Rs. 5,000 per month or actual charges, whichever is lower, from the university’s fee head.
- Each batch will sponsor a maximum of one scholar for LUMS and IBA Karachi, totaling two scholars.
- Stipends for already enrolled applicants will commence from the application closing date, while tuition fee support will begin at the start of the academic session.
Application Procedure For HEC Scholarship
- Submit all applications exclusively through the HEC web portal via the provided link.
- Avoid submitting hard copies of applications and supporting documents at this stage.
- Pay a non-refundable application processing fee of Rs. 500/- to Habib Bank Limited, Account Number: 1742 7900 1334 01, titled “Higher Education Commission,” Branch Code: 1742.
- Upload the original bank payment slip alongside the online application and keep it for presentation at the test center. Failure to provide the slip will disqualify the applicant.
- Upload a recent photograph and all necessary documents during the application process.
- Ensure prompt submission of the online application after completing all sections. Incomplete or saved applications will not be considered.
- HEC reserves the right to postpone or terminate the scholarship process at any stage without explanation.
